Thousands of women and men, people affected by the destruction of the environment, farmers, landless, Indigenous Peoples and activists from all sectors of society will gather in Cancun to propose thousands of solutions to confront climate change. They will show the world leaders their opposition to the false solutions to climate chaos discussed by the UNFCCC, such as market-based proposals on carbon trading and REDD, agrofuels and geo-engineering.



Meanwhile, echoing the Via Campesina call for thousands of Cancun, we call on social movements, popular organisations and all people of the world to amplify the resistence in Cancun and to organise thousands of protests and actions to reject false solutions and to support a people’s agenda for climate justice. We declare ourselves in permanent mobilisation during the UNFCCC conference and especially on December 7, the date of the mass farmers protest in Cancun and International Day of Action "Thousands of Cancuns".

Over the past two years, Mr Blair, the British Prime Minister, has consistently claimed global leadership in tackling what he described as "long term, the single most important issue we face as a global community", which he stressed "can only properly be addressed through international agreements". In mid-September 2005, sharing a platform with US Secretary of State, Condoleeza Rice, at the meeting of the Clinton Global Initiative in New York, he confessed "Probably I'm changing my thinking about this", adding that he "hoped the world's nations would not negotiate international treaties". He justified his volte-face, which reversed the commitments he had initiated at the G8 Summit last July, and effectively pulled the carpet from beneath the IPCC Kyoto meeting currently taking place in Montreal, by saying that "countries would not negotiate environmental treaties that cut their growth or consumption."

Early this morning I received an urgent e-mail form Peter Wadhams, the professor of Oceanography at Cambridge University who has been responsible for monitoring the thinning of Arctic ice and the reduction of the drivers of the thermo-haline conveyor system which powers the Gulf Stream. He drew my attention to an article published three days ago in Nature, which indicated that rising concentration of atmospheric CO2 is leading to increased acidity of ocean surface water. Within decades this will reach levels that will start to dissolve the calcium-carbonate-based shells of plankton, so putting in jeopardy a major element at the very base of the ocean food-chain.

Ottmar Edenhofer: So far economic growth has gone hand in hand with the growth of greenhouse gas emissions. One percent growth means one percent more emissions. The historic memory of mankind remembers: In order to get rich one has to burn coal, oil or gas. And therefore, the emerging economies fear CO2 emission limits.

But everybody should take part in climate protection, otherwise it does not work.
That is so easy to say. But particularly the industrialized countries have a system that relies almost exclusively on fossil fuels. There is no historical precedent and no region in the world that has decoupled its economic growth from emissions. Thus, you cannot expect that India or China will regard CO2 emissions reduction as a great idea. More than 5,000 parishioners of 75 churches, religious organizations and faith groups will gather next Tuesday, November 30, in Cancun to pray for climate action at the United Nations climate conference.

This act, unprecedented in the city, will reunite catholics, christians, evangelical and jewish, who will congregate in the Plaza de la Reforma square to lift their prayers.

The prayer was announced at a press conference by religious leaders of more than 500 Cancun temples and the director of Religious Subjects of the City council of Benito Juárez, Hugo González Reyes.

The shepherd of the Presbyterian Church, Samuel May, emphasized that the prayer will be for the Mother Earth so that the man assumes his responsibility with her. Alexander Ramos Hernadez, one of the organizers of the event, revealed that two orations will be included in the prayer: the first for the Earth, and the second for the delegates of each of the 192 participant countries. Organizers will also try to encourage a peaceful atmosphere so that the necessary agreements can be reached during the 12 days of the conference.

Participants in the climate prayer are asked to wear white clothes and gather in the square located in front of the Municipal Palace at 5pm local time. The event is expected to extend up to 4 hours and will also include a performance by the children’s choir from the church Cristo Rey.

Yes, you read that right, there are definite moves for GM crops to be accredited for official UN carbon offset credits. The argument is that when crops such as GM “Roundup Ready” soya are sprayed with the powerful weedkiller “Roundup”, all weeds die back, reducing the need for weed tillage. As tilling releases CO2 from the soil, Monsanto is now trying to present its crop as “Conservation Tillage”, and a solution to climate change. This means that huge GM plantations that contaminate local crop varieties, destroy biodiversity with powerful herbicides, use heavily industrialised machinery, and evict small farmers as they spread into their lands, could gain additional financing from carbon offsetting. And this could well drive the spread of GM crops in Africa.

Two worlds collide in Cancun. The first is a world in denial, where profits above the living and the most threatening environmental crisis in history is regarded as a business opportunity. The second is a world of small farmers, indigenous peoples, urban poor communities, and islanders suffering record droughts, water shortages and storms related to global warming. Two worlds collide in Cancun, but the two share the same planet. If the world that defend at all costs the current model of production and consumption prevails, the planet is closer and closer to the brink of catastrophe.

The climate change debate usually takes place within the boundaries of the cloisters of the luxurious hotels, the executive boardrooms, and diplomatic facilities. As we saw in the failure to reach binding agreements in Copenhagen, the conversations usually are as sterile as the environment.

As world leaders travel the world talking about the threat to the planet, are the poor who face the worst consequences of the imbalance of land thermometer. Marginalized and vulnerable populations-from small farmers in Africa faced devastating droughts, to the inhabitants of island nations that flood-are most affected by the refusal of developed countries and companies to significantly reduce emissions that are warming the planet.

Yet these same people are organizing and provide important social and environmental solutions and sustainable global warming.

The problem is that world leaders are not listening. It probably will not change during the meeting on climate change in Cancun, Mexico, starting in late November and runs until 10 December.

The Klimaforum10 will be a Peoples' Summit on Climate Change which will take place from November 26 to December 11, 2010, where people, movements and social organizations based around the world to discuss ideas and build a constructive response to the climate crisis, in parallel to the governmental negotiations of the Conference of Parts (COP-16) of the Convention United Nations Framework on Climate Change to be held between 30 November and 7 December 2010, Cancun .

The Klimaforum10 is an initiative driven solely by Mexican organizations based on social, environmental and social activists (most with more than 20 years of voluntary social work) who agree to promote this important event in Mexico, based on the spirit, energy and Klimaforum09 successful results where multiple people, movements, groups and international organizations participated giving their proposals to climate change.

Colloquium "Tilting the climate policy?"
Discussion meeting of the Bertelsmann Foundation on the Hartwell theses

Of 29 November to 10 December 2010 held in Cancun, Mexico, the 16th Conference of the Parties to the Climate Change Convention at the United Nations. The focus of the talks are a follow-up arrangement for the expiring in 2012's first commitment period of the Kyoto Protocol. After the failure in Copenhagen, governments have screwed this time their ambition clearly down. Instead of a comprehensive agreement in Cancun, only partial agreements are reached in areas such as adaptation and technology cooperation.

Against this background, a discussion of fundamental re-orientation will be conducted in climate policy. The in May 2010 presented by a number of international economists and social scientists Hartwell theses have initiated a controversial debate. Do we need a new direction in international climate policy? Do the Hartwell theses prospects for the blocked climate negotiations? These questions are the focus of a colloquium in Berlin Bertelsmann representation.

Professor Gwyn Prins of the London School of Economics, one of the leading authors of the Hartwell-theses will introduce it in an input speech. Subsequently, representatives from government, industry and academia to discuss, among them Hermann E. Ott and Ottmar Edenhofer. The event was organized by the Bertelsmann Foundation in cooperation with the Wuppertal Institute.

We must mitigate and adapt to climate change. On this, the international community is agreed. But exactly how to do that is still up for debate. First, we are making sure that journalists from the developing world are able to attend these conferences and report back to their home audiences. That's why, for the fourth year in a row, Internews, along with partner organizations Panos and the International Institute for Environment and Development will bring the largest media delegation to Cancun-bigger than CNN, bigger than the BBC, bigger than any wire service. This year, the delegation hails from 29 countries.

Many of these professionals make up what I have called "the reporters with the most to lose." That's because their audiences tend to literally live closer to nature, and thus feel the effects of change most acutely. In the US and other developed countries, our wealth allows most of us to withstand and adapt to climate change, at least for now. In Burma it can mean a storm wiping out hundreds of low-lying villages and killing thousands of people in a matter of a few hours.

At the same time, this year there is also a new twist that also speaks to Gore's concern: This delegation features, for the first time ever, ten US journalists. These are reporters who otherwise would not have been able to report from Cancun because of shrinking newsroom budgets in America.

The second action required is training. That's why Internews unveiled this week a free online toolkit, to go along with a free online course we unveiled last year, available to anyone in the
International mayors and town leaders signed an agreement on Sunday (November 21) to reduce greenhouse emissions as they wrapped up a summit held in Mexico City.

Paris Mayor Bertrand Delanoe said local governments have a critical role in combating global warming.

“We want the heads of state, the heads of governments due in 10 days in Mexico, to know that we are (not just) demanding, constructive partners but inevitable. There will not be progress in the fight against climate change if the local governments are not taken seriously,“ Delanoe said during the meeting which started on Friday (November 19).

Istanbul Mayor and Co-President of United Cities and Local Governments (UCLG) Kadir Topbas said the leaders must monitor emissions of private companies operating within their municipalities.

“We need to be sensitive to carbon emissions, especially in large institutions-- their recycling systems must be implemented because if they don't do it, we need to take away the licenses of those institutions and companies that don't use their systems effectively because it's a financial weight and they only operate during the hours of production and, outside the hours of productions, they don't operate their filters. Local governments, individual companies and people must be consistent about tackling this problem because the planet is sending us signs that we should make better use of resources,“ he said.

The first Covenant of Cities to Fight Climate Change Pact of Mexico City, was signed by 138 mayors from 43 countries and considers the following points.

1. Voluntarily reduce emissions of greenhouse gases.

2. Adopt and implement local climate mitigation measures designed to meet voluntary targets for reducing emissions.

3. Developing local adaptation strategies to address the local impact of climate change.

4. Record commitments, measures and actions in a measurable weather, reportable and verifiable (CRV).

5. Promote the creation of mechanisms for direct access to international funding for local climate action.

6. Establish a secretariat of the Covenant of Mexico City to follow up on actions arising from this instrument with other local and regional authorities.

7. Promote the inclusion of civil society in the fight against climate change.

8. Advocate and seek partnerships with multilateral institutions and national governments to local climate action.

9. Promote partnerships and cooperation between cities.

10. Spread the message of the Covenant of Mexico City and in particular encourage and invite leaders of other local and sub to join our actions by climate change.

Hydraulic fracturing, or “fracking,” is the natural gas drilling technique rapidly spreading across the nation. It has already enabled drilling or exploration in 30 states. And in the last week, regardless of where you live, fracking finally arrived in your area. Specifically in your living room: CBS featured fracking on its CSI and 60 Minutes shows.

The CSI episode was over the top – par for the CSI course. Employees of a natural gas giant (ostensibly modeled after Halliburton) were killed after talking to a reporter about how fracking had poisoned their families. Then, instead of telling his story to the police, a nearby farmer dramatically blew himself up at gunpoint by throwing a match into his now flammable well after the water had killed his dear wife and beloved goats.

Yet drinking water is a serious topic, so the 60 Minutes episode featured an interview with Chesapeake Energy CEO Aubrey McClendon. Counterpoints were offered by the Sierra Club’s Michael Brune and residents of Pennsylvania and Texas whose water was poisoned by fracking. My favorite part was when Mr. McClendon said, “if you take away one thing from this interview” it should be that “you don’t want to drink frac fluid.” There are some things that just cannot be spun.

…But that doesn’t mean people won’t try. On Monday, Halliburton announced that it has developed a new “first-of-its-kind fracture fluid system comprised of materials sourced entirely from the food industry.”

Please examine their word choice: not “nontoxic chemicals,” just feedstocks based on materials associated with food that they seem to hope you will assume are edible. Not so.

The reef here in Puerto Morelos is part of the Mesoamerican Reef, an ancient ecosystem dating some 225 million years. The 16th Conference of the Parties (COP-16) on climate change convened by the United Nations will take place this year between the 29th of November and the 10th of December in Cancun, Mexico. The predecessor to this meeting was the COP15 in Copenhagen where talks failed due to the lack of agreement between countries on the mater of climate politics for the reduction of greenhouse gasses.

Before these summits, and especially leading up to the COP15 in Copenhagen, an enormous mobilization process was generated, further strengthening and articulating an comprehensive movement for environmental justice all over the world, comprised of a range of diverse organizations, amongst which are those that have come-out against market-driven solutions governments would like to implement, such as carbon exchanges or clean development mechanisms. Much of these voices have called for system change not climate change. Furthermore, as demonstrated by governments, climate change is seen as a terrain for accumulation and the marketing of life, not as an impetus to change the model of production and consumption whose unsustainability and unviability for the reproduction of human and non-human life has become more and more evident.

Following Mexico’s acceptance to host the COP16, at the beginning of 2010, diverse organizations have been in search of modes of coordination to generate a comprehensive organizing and mobilizing process for the summit.

Amongst the diverse spaces on route to Cancun is the International Anti-C@P Space (Anti-Capitalist/Anti-COP) (anticapcop.wordpress.com), formed in August of 2010 as a convergence of collectives, organizations and social-environmental struggles working to shape a movement for climate justice and in search for just and effective solutions to the climate crisis. A university organizing space has also been initiated since September which has been convened principally by student collectives from the National Autonomous University of Mexico (UNAM).

Women are evolving here, but the culture of man being dominant certainly still exists. Chauvinism is alive and well, evident in cultural events such as lucha libre (wrestling), cock fights, bull fights, domestic abuse and the cantinas packed with men seeing who can drink the most tequila or eat the hottest salsa while ogling the waitresses. I must be clear, this is certainly not ALL men in Mexico, and it's not just a Mexican problem, but it is more widely accepted here than it should be. Cancun .- The Secretary of Public Security of Quintana Roo, Real Admiral Miguel Angel Ramos reported this afternoon that the peacekeepers of the United Nations, known as "blue helmets" will strengthen the security umbrella of the International Conference on Climate Change CPO6 this city.

Be the first time that military force has a specific objective mission in Mexico, whose governments have reiterated the pacifist tradition in its modern history, the conditions of insecurity generated by the war against organized crime, led the government of Mexico to accept the proposal, said the secretariat of the CCCNU.

The attorney general, Francisco Alor Quezada, confirmed that battalions of peacekeepers from the UN, in coordination with national security forces will be in charge of the headquarters of the summit, the Moon Palace hotel and the fairgrounds CancúnMesse, and the area hotel.

At a press conference, Admiral Ramos Leal said the safety shield will consist of a force five to six thousand troops from the federation police state and municipalities as well as the Army and Navy will, from next 25 in all areas of the COP-16.

Real Ramos explained that the Presidential General Staff, with the Secretaries of Defense and Navy Navy and local public safety, work on tactics and strategy of the security shield, which will be peer reviewed by international peacekeepers of the UN.

The venues of the summit, the Moon Palace hotel and the headquarters of CancunMesse exhibitions will be guarded by three rings of security, from the hotel zone of Cancun to the highway Cancun-Playa del Carmen, to avoid the traffic blockades, demonstrations and violent outbreaks activist groups.

The Hotel Zone, Boulevard Kukulcan, the official venues of the meeting and the highway are vulnerable areas have only one way to enter and an outlet.

The safety shield covering the entire state with checkpoints and control filters at strategic points in Cancun, Playa del Carmen and other towns, but no road will be closed, said Secretary of Public Safety.

Indigenous and Farmers to Lead Mexican Caravans and Alternative Forum For Life and Justice in Cancun – EcoLocalizer
The battle between People and the Market in the struggle for climate, environmental, and social justice continues. The next round of negotiations under the UN Framework Convention on Climate Change (COP16) is coming up in Cancun, Mexico from November 29 to December 10. Meanwhile, a series of caravans consisting of indigenous people, farmers, and social movements will be traveling from all around Mexico en route to Cancun, where they will host an Alternative Global Forum for Life and Environmental and Social Justice from December 5-8.

En route they will highlight local environmental and social justice issues, such as community displacement because of industrial mega-projects, water pollution and water resource control, contamination from mining and industrial agriculture, and toxic waste sites. The caravans are being organized by the National Assembly of People Affected by the Environment and the international peasant movement La Via Campesina as well as by diverse social movements from the United States, Canada and Mexico.

The Government of Mexico has the responsibility of hosting and organizing the sixteenth session of the Conference of the Parties of the United Nations Framework Convention on Climate Change (COP16) and the sixth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP6). Both meetings will be held in Cancun, Mexico, from November 29th to December 10th, 2010.

Therefore, the Federal Government has decided to create the Climate Change Village, a space to promote dialogue related to environmental issues amongst non-governmental organizations, the private sector and civil society.

The Village will be held from November 27th to December 12th, 2010. It will include multimedia exhibitions related to climate change, movie projections, screenings of the COP16 sessions and exhibition stands by sponsors and other companies interested in promoting clean technologies.

Moreover, there will be cultural and artistic shows, as well as the music festival “Cantando por el Planeta”, discussion panels for non-governmental organizations and a series of conferences given by experts.

The Ministry of Foreign Affairs of Mexico extends the invitation to civil society members and organizations as well as the media to participate in this 16 day event.

Cof C plans for Cancun

Council of Canadians plans for Cancun (I hope they speak Spanish)

We are gearing up for the upcoming UN negotiations in Cancun. We will have a team on the ground reporting-backing on events both in the official negotiation process – this includes tracking and responding to Canadian government participation – and participating in the alternatives forums.

We will be launching a book on Mother Earth Rights, hosting a workshop on the need to ‘Leave it in the Ground’ in the Arctic (no offshore drilling!), participating in an action exposing the tar sands and large street mobilizations as well as helping to coordinate a roundtable on holding referendums and popular consultas on climate change – one of the calls emerging from the Cochabamba conference.

In Canada we are working with community activists and the Canadian Youth Climate Coalition, KAIROS and the Indigenous Environmental Network to mobilize People’s Assemblies on Climate Justice during the Cancun negotiations. The media is already reporting that countries are unlikely to reach a legally binding agreement in Cancun on desperately needed climate change measures. We can’t wait any longer for governments to take action – it’s the collective voice of people that will make climate justice a reality. We express our total rejection of the brutal repression within the premises of the Universidad Autónoma de Ciudad Juárez ICB campus. It is unacceptable the way it operates monopoly militarization and violence by the state apparatus in Mexico and in most corners of the world.

We join the demand for justice to an event so disastrous as this, it may be possible that with a delicate situation that prevails in Ciudad Juárez there is so unworthy of action against students organized in this crumbling city.

Latin American Mining Monitoring Programme (LAMMP) is an international, non-denominational, non-profit environmental organisation.

LAMMP is a London-based charity dedicated to supporting Latin American women and their communities in their campaign for human rights, sustainable and participatory development, corporate social responsibility and gender mainstreaming in the mining industry.

LAMMP provides training and support services for Latin American women affected by mining and contributes to research on the impact of mining on local communities from a gender perspective. Through the Union of Latin American Women (ULAM in Spanish) which is a network of women defenders, LAMMP provides Latin American women activists and partner organisations with capacity building, advocacy and financial support and a forum for networking, strategy development and the sharing of ideas and experiences.

attempted coup in Ecuador
Ottawa and Toronto: Common Frontiers-Canada condemns in the strongest possible terms the attempted coup in Ecuador. Privileged groups, reactionary elements in the police force and Ecuadorian army in collusion with followers of ex-Colonel Lucio Gutierrez, have attempted to destroy the positive changes made under the current Citizen’s Revolution on behalf of the nation’s most marginalized
We call on Canadians as well as on the international community to remain alert to future attempts to overthrow the elected government by anti-democratic forces both inside and outside Ecuador. And to those who have supported this act of violence against the people and the democratic process in Ecuador as part of their efforts to stop at all costs the progressive changes underway in our continent, we say – you will not succeed.

We call on the Canadian government to roundly and unequivocally condemn this heinous act which attempts to undermine the rule of law in the sister Republic of Ecuador.

Common Frontiers says NO to the coup d’etat, but YES to the Ecuadorian people who have been out on the streets in their thousands to defend not only the country’s sovereignty but also the constitutional order in Ecuador.

SUMMARY OF THE GLOBAL CONFERENCE ON AGRICULTURE, FOOD SECURITY AND CLIMATE CHANGE

31 OCTOBER – 5 NOVEMBER 2010

The Global Conference on Agriculture, Food Security and Climate Change was held from 31 October to 5 November 2010 at the World Forum in The Hague, the Netherlands. The Conference was organized by the Dutch Ministry of Economic Affairs, Agriculture and Innovation in close cooperation with Ethiopia, Viet Nam, Mexico, New Zealand, Norway, the World Bank and the UN Food and Agriculture Organization (FAO).

The Global Conference on Agriculture, Food Security and Climate Change is intended as a follow-up to the Shared Vision Statement agreed at the Seventeenth Session of the Commission on Sustainable Development (CSD-17) in May 2009 and to further develop the agriculture, food security and climate change agenda.

In preparation for the Conference, the African Conference on Agriculture, Food Security and Climate Change, organized by the Government of Ethiopia and the African Union Commission, was held from 6-8 September 2010 in Addis Ababa, Ethiopia. The African Conference brought together high-level policy makers, practitioners, international organizations and members of the scientific community from all African countries and produced a final communiqué containing a set of key recommendations. The final communiqué was presented at this Conference.

15. Finally, Logistics. Never underestimate logistics. For such a conference to be successful, the devil is in the details: transportation, accommodation, congress facilities, information packages, negotiation venues, media relations... everything must be done well. Your delegates must always be on time, able to focus on their job and as relaxed as possible. In Copenhagen, there were no less than 40 000 registered participants in a conference centre capacity of only 15 000. The Woodstock of Climate change! I am sure that Cancun’s expertise and excellent reputation in welcoming the world will benefit the Conference.

Conclusion:Dion

Do you know the difference between the beginning and the end of a recession? At the beginning everybody says: it’s serious but it will not last. At the end, the same people say: it will stay for long, but it is not serious.

Sorry, but the climate crisis is there to stay, and it is serious.

It is up to each of us to redouble our efforts. I am hopeful that Cancun will be successful in giving the world the momentum it so badly needs.

B. Structural difficulties
1. We are doing too little

Here is what scientists are telling us:

■Glaciers are shrinking.
■The Artic ice cap is disappearing.
■The sea level is rising.
■The cycles of evaporation and precipitation are intensifying.
■Species are becoming extinct at faster and faster rates.
■Rising CO2 levels are acidifying the oceans, killing coral, shelfish, plankton and disrupting the whole marine food chain.
■Huge amounts of methane – now frozen undersea or in the Artic permafrost – could be released into the atmosphere; and methane has 25 times as much greenhouse effect potential as CO2.
■Science predicts that if nothing changes, global warming will create hundreds of millions of climate refugees by the end of the century. Where will they go?
■A larger number of extreme weather events will exacerbate food, water and energy scarcities; this will bring different groups into competition over dwindling resources and land, potentially turning fragile states into failed states.
We know that in order to curb these worrysome trends, we need radical change.



This means:
A. Cancun negotiating challenges

1. The first challenge is the unanimity rule. For any proposal to be approved, 194 countries (also known as Parties) must reach unanimous agreement. Every year there is talk of changing this rule. A well-known example of a potential solution is Papua New Guinea’s proposal, which goes as follows: if ¾ of the countries agree to a proposition, this proposition would apply to these countries, and only to these countries. But here is the conundrum: to get rid of the unanimity rule, you still need unanimity!

In practice, we know that there are ways around the unanimity rule: no country likes to be isolated from all the others. At the end of COP 11 – the Montreal Climate Conference which I chaired in 2005 – the US and Saudi Arabia decided to join the consensus when they found themselves to be the only countries at odds with the world community. Nonetheless, this unanimity rule is a difficult hurdle to surmount.

2. Closer deadline. What makes Cancun especially challenging is that Kyoto’s first phase ends in 2012. In Montreal, we had 7 years to go, which made it possible to achieve some progress while postponing the resolution of outstanding disagreements to future COPs. While after Cancun, the only opportunity for progress before the Kyoto deadline is Johannesburg, in 2011.

3. Copenhagen trauma. Last year in Copenhagen, the world leaders tried very hard to achieve a global treaty. President Obama rescued the conference at the very end by bravely negotiating directly with the BASIC countries – Brazil, South Africa, India and China. But the result was clearly disappointing, and it provided no political gain to these world leaders. So it’s likely that they won’t

On Thursday 4 November at the premises of the Autonomous University of Mexico City (UACM), there will be an important event leading platforms due to the environmental summit in Cancun (Via Campesina, climate-Space Dialogue Mexico and Klimaforum 10), with representatives of the Bolivian government, the Chancellor David Choquehuanca and UN Ambassador Pablo Solon.

A few weeks after starting the COP 16 this meeting is of special significance to the similarities that exist between different actors in a summit that many anticipate filing and without agreements.
Now more than ever the mobilization of the people will be critical to the transcendent influence decisions and agreements that are required to take to save life on the planet.

The US Government wants the climate-trashing World Bank to take control of the Global Climate Fund. The fund is a pot into which countries like the US and those in the European Union should deposit money to help developing countries tackle the impacts of climate change.

Who devises the fund, manages the money and decides how it is allocated is causing big arguments at this month's UN climate change negotiations in China.

The US wants to hand responsibility of this fund to the World Bank - which has invested more money in dirty coal this year than ever before.

The US must take responsibility for action on climate and drop its World Bank plans.

Dress Code-Warm and humid-Light cotton dresses

In consultation with the Host Country and responding to numerous queries from participants, the Climate Change Secretariat would like to propose that the dress code for participants at the upcoming Conference be adapted to take into account the warm and humid conditions in Cancun. The temperature in Cancun ranges from 18° C to 27° C in December and humidity is over 85 per cent.

The President designate, Her Excellency Ms. Patricia Espinosa and Ms. Christiana Figueres, Executive Secretary of the United Nations Framework Convention on Climate Change, have exempted secretariat staff from wearing jackets and ties. The secretariat and President designate invite participants to follow suit.

Male participants are invited to wear the traditional regional shirt from Southeastern Mexico called "Guayabera". Guayaberas are easily available in Cancún. Ladies are invited to wear also traditional light cotton dresses.

“Countries join forces to save life on Earth”, the front page of the Independent told us. “Historic”, “a landmark”, a “much-needed morale booster”, the other papers chorused(1,2,3). The declaration agreed at the summit in Japan last week to protect the world’s wild species and wild places was proclaimed by almost everyone a great success. There’s only one problem: none of the journalists who made these claims has seen it.

I checked with as many of them as I could reach by phone: all they had read was a press release, which, though three pages long, is almost content-free(4). The reporters can’t be blamed for this: though it was approved on Friday, the declaration has still not been published. I’ve now pursued people on three continents to try to obtain it, without success. Having secured the headlines it wanted, the entire senior staff of the Convention on Biological Diversity has gone to ground: my calls and emails remain unanswered(5).
